Of America’s 50 State Constitutions, only 19 outlaw slavery and 19 outlaw servitude. There are only five States that specifically outlaw Convict Slavery and no State outlaws Convict Servitude. Colorado Reform Effort

The Colorado Constitution, as of 2016, contained a provision that allows convicted criminals to be forced to work in prison without pay or restitution. Approved by the Colorado Senate (35-0) and House (65-0), Amendment T would have removed that provision. The Amendment failed to pass by just 16,686 votes out of 2.5M.
